...wow, that's not only "incompetent" that's reaching the level of  
"Trip to small claims court".  Wow.  Have you contacted Ticketweb?   
Called them up and asked to speak to customer service or a manager or  
something?  I mean -- WOW.  That's excruciatingly awful.  The fact  
that they charged you 200 bucks for 25 dollar tickets that you didn't  
even _get_.  Man.  That is inexcusable.  I'd basically be yelling  
from the rooftops in the direction of both the theater and ticketweb  
(since it seems that both parties are at fault here, what with their  
whole... "Oh we don't have tickets!  You either have to go to this  
other place, only we won't tell you that until too late, or go to a  
website, at some random time that we keep changing our minds on when  
it is!  Have fun!"
